Central IMO integration responsibility vs. local/site responsibility

In many large companies/corporations integration responsibility is often put in the hands of a corporate/central Integration Management Office (IMO) supported by a number of relevant workstreams and workstreams responsibles (often with 2-in-a-box responsibility from buyer side and acquired side).At some point in the integration process the question arises around when responsibility for driving the integration should transfer from the central IMO to the acquired company/site or line-of-business responsible for the company/site.
Question
What is your take and experience on when to do the handover of responsibility from central to decentral? Should it be based on pre-defined handover criteria or success criteria? Should it be handed over per workstream or overall for the entire integration project?Please share your thoughts and learnings.
